In 2023, Greenwater Foundation was formed to focus on efforts that multiply the impact of marine conservation and humanitarian aid work undertaken by GMSO with its fleet of vessels and in depth knowledge and experience navigating the world’s oceans and coastal waters (gmsoresearchvessels.com). Greenwater Foundation then started building coalitions with partners to join forces with GMSO and use their vessels to address challenges in navigable waters. Our vision is to create programs that will conserve and rejuvenate the wonderful life and ecosystems in our seas and along our coasts.

Commander G. Mark Miller, NOAA (ret.)
Board Chair
Commander G. Mark Miller, is a 20-year veteran of distinguished service for NOAA where he commanded, managed, and operated small and large research vessels as a uniformed officer in NOAA Corps. Through his prominent role in the marine science research community, Commander Miller has a broad and growing professional network of mariners, marine scientists, and ocean explorers. He holds an Unlimited Master Mariner (captain) USCG license, a degree in Marine Geology from Long Island University, a Master Diver certification, is a Returned Peace Corps Volunteer (Republic of Congo), and is a member of The Explorers Club.
Meg Ruxton
Executive Director/Board Member
Ever since she can remember, Meg has been drawn to the sea and the life in and along its shores. Now as Greenwater Foundation’s Executive Director, she can use all of her skills and knowledge gained from majoring in Biology and Political Science at UCLA, obtaining a law degree from Duke School of Law, practicing law, managing nonprofit programs and supporting other marine conservation groups, to lead Greenwater Foundation in its efforts to protect marine life.
With a focus on forward-thinking environmental initiatives, Meg has previously led successful nonprofit programs by creating strategic partnerships and fundraising efforts. Those programs focused on marine conservation, electric mobility and sustainable agriculture. Meg is an active member of The Explorers Club, St. Francis Yacht Club, and Environmental Entrepreneurs (E2).
Scott Thompson
Board Member
A native San Franciscan and global life enthusiast with an addiction to golf anywhere anytime! Currently, Scott is the Founder of Farm from a Box building off-grid agricultural infrastructures for small-scale farms up to 12 acres in multiple markets globally providing the proverbial fishing pole to communities for revenue and a better life.
Scott attended UCLA in the early ’80s and spent the rest of the decade playing professional golf in Europe and Coaching the National Team in Norway.
Upon returning to the USA, Scott applied his energies and a keen sense for detail and logistics to his event companies like San Francisco Event Solutions and San Francisco Sports Counsel which culminated in an event called the International Children’s Games with 1648 athletes from 44 countries and 87 cities playing 8 sports for 5 days…
Scott works a great deal with his local community group The Guardsmen raising capital for underserved youth in San Francisco and enjoys an active membership with fellow wanderers at the Explorers Club!
Allen Shimada
Board Member
Allen Shimada retired after 46 years at the Alaska Fisheries Science Center in Seattle WA, and the NMFS Office of Science & Technology and Office of Marine & Aviation Operations at NOAA Headquarters in Silver Spring MD. His national portfolio included budget formulation and program management for living marine resources and integrated ecosystem assessments, fishery-independent surveys, and external partnerships for six regional fisheries science centers. As NMFS vessel coordinator, he contributed to the justification and acquisition of the five Oscar Dyson-class fishery survey vessels. Allen is a Fellow, past-Treasurer, and Investment Committee Chair for the American Institute of Fishery Research Biologists. He also serves on the Director’s Council for the School of Marine and Environmental Affairs at the University of Washington.
